How to apply for a Manufacturing of Regulated Products License

This service allows manufacturing business operators that are compliant with RICA standards and regulations to obtain an operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA).

What do you need before you start applying?

Here’s all you need:

  • An active OneStopCenter account. To create an account, click here.

  • Valid company or individual TIN: Required to apply.

  • Valid mobile phone number or email address: To receive updates and track your application.

Required attachments:

  • A copy of the operational license issued by RICA

  • Business Registration certificate from RDB

  • Copies of contracts for quality assurance technical staff

  • Renting/leasing contract (when renting/leasing)

  • Documentation of production process (flowchart)

  • Documented acceptance/refusal criteria for selection of raw materials

  • Copy of staff Insurance (Asset and personnel)

  • Passport


Optional attachments 

  • A copy of the operational license issued by RICA

  • Copy of your latest RICA Registration certificate

  • Occupancy permit issued by RHA

Next Steps and support information

1. Application Submission:

After successfully applying, the applicant receives an application number (e.g., C2…), which can be used to track the status.
