This service allows business operators who would like to sell seeds as retailers, importers, exporters, and distributors to obtain an operating license from the Rwanda Inspectorate, Competition, and Consumer Protection Authority (RICA). RICA will conduct a field visit to ensure your location/site is compliant with RICA standards and regulations.
Who is eligible to apply for this service?
Business operators who wish to sell seeds as retailers, importers, exporters, or distributors in Rwanda.
Note: A Tax Identification Number (TIN) is required to apply for this service.

What do you need before you start applying?
Here’s all you need:
An active OneStopCenter account. To create an account, click here.
Valid company or individual TIN: Required to apply.
Required attachments:
Prepare:
Proof of contract for staff responsible for the storage facility
Proof of seed certification (certified in Rwanda or another internationally recognized certification scheme)
Copy of ownership, lease, or rent agreement for the storage facility
Copy of passport
Copy of license

Next Steps and support information
1. Application Submission:
After successfully submitting the application, the applicant receives a billing number (e.g., 88…) used to pay
2. Payment:
A billing number/ID will be generated for payment. Click Pay to complete the transaction.
Applicants can choose the mode of payment.
3. Certificate/License Delivery:
Once your application is approved, you will receive your e-license.
