How to Apply for a Seed Conditioner License

This service allows seed conditioner business operators to register and obtain an operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA).

RICA will conduct a field visit to ensure the premises are compliant with RICA standards and regulations.


What do you need before you start applying?

Here’s all you need:

  • An active OneStopCenter account. To create an account, click here.

  • Valid company or individual TIN: Required to apply.

  • Valid mobile phone number or email address: To receive updates and track your application.

Required attachments 


  • A copy of the operational license issued by RICA

  • Registration certificate of the factory issued by RICA

  • Technical staff’s proof of skills and knowledge in seed production

  • Copy of work contract of Technical staff’s

  • The operations manager’s notarized degree in crop sciences

  • Copy of work contract of operations manager

  • Business Registration certificate from RDB

  • Passport copy

1. Application Submission:

After successfully submitting the application, the applicant receives a billing number  (e.g., 88…) used to pay  

2. Payment:

  • billing number/ID will be generated for payment. Click Pay to complete the transaction.

  • Applicants can choose the mode of payment.

3. Certificate/License Delivery:

Once your application is approved, you will receive your e-license.
