How to Apply for a Final Cannabis Cultivation License

This service allows business operators who would like to cultivate cannabis for medical and therapeutic purposes to obtain an operating license from the Rwanda Inspectorate, Competition, and Consumer Protection Authority (RICA). RICA will conduct a field visit to ensure your location/site is compliant with RICA standards and regulations.

Who is eligible to apply for this service?

Business operators who wish to cultivate cannabis for medical and therapeutic purposes.

Note: A Tax Identification Number (TIN) is required to apply for this service.

How to apply for the Final Cannabis Cultivation License.

Simply visit the OneStopCentre platform: onestopcentre.rdb.rw 

What do you need before you start applying?

Here’s all you need:

  • An active OneStopCenter account. To create an account, click here.

  • Valid company or individual TIN: Required to apply.

  • Valid mobile phone number or email address: To receive updates and track your application.

Required attachments:

Prepare:

  • Copy of passport

  • Site layout plan

  • Business Registration certificate from RDB

  • Approval of the security plan by the competent security authority from the police

  • Environmental impact assessment (EIA) report from RDB

  • Updated business plan

  • Contracts and proof of qualifications and experience of key personnel: quality assurance person, production manager, and cultivators

  • Laboratory test report proving the soil is not contaminated with sludge, heavy metals, or pesticide residues

  • Laboratory test results showing that irrigation water is free of contaminants like heavy metals, herbicides, pesticides, and toxic substances

  • Samples of packaging materials and labels proposed for unprocessed products

  • Copy of License

After successfully submitting the application, the applicant receives an application number (e.g., C2…), which can be used to track the status.
