How to Apply for Provisional Protection

This service is intended for individuals or companies with plant varieties. To utilize this service, you must have authorization from the breeder, as they hold the intellectual property rights to the variety and are entitled to compensation. The service applies to various crop types, depending on the breeder or discoverer. Only those with the breeder's authorization are eligible to apply.
The service is provided by the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA).
Requirements before applying
To proceed with your application, you will need:
An active OneStopCentre account. To create an account, click here.
Company Tax Identification Number (TIN).
A valid mobile phone number or email address.
Required attachments
Photos of the plant variety to be protected
Certificate from RDB
Certificate from RCA
DUS Report
Conditional attachments
An authorization or a letter of attorney from the breeder to register this variety.
Optional attachments

Next Steps and Support Information
1. Application Submission:
After successfully submitting the application, the applicant receives a billing number (e.g., 88…) to use to pay
2. Payment:
A billing number/ID will be generated for payment. Click Pay to complete the transaction.
Applicants can choose the mode of payment.
3. Certificate/License Delivery:
Once your application is approved, you will receive your e-license.
Upon approval of this service from the plant variety officer, the applicant should apply for the certificate (Issuance of certificate of provisional license).
