How to Apply for an Agrochemical Fumigation Operating License

This service allows agrochemical fumigators that are compliant with RICA standards and regulations to obtain an operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA).


What do you need before you start applying?

Here’s all you need:

  • An active OneStopCenter account. To create an account, click here.

  • Valid company or individual TIN: Required to apply.

  • Valid mobile phone number or email address: To receive updates and track your application.

Required attachments 

  • Business Registration certificate from RDB

  • Notarized diploma of qualified personnel as determined by the law governing agrochemicals in Rwanda

  • Notarized contract of qualified personnel

  • Records of agrochemicals used during fumigation

  • Records of fumigation certificates issued


Conditional attachments 

  • A copy of the operational license issued by RICA (if any)

  • Passport copy


Optional attachments 

  • Training certificate for qualified personnel

  • A copy of the certificate of premise registration issued by RICA

Next Steps and support information


1. Application Submission:

After successfully submitting the application, the applicant receives a billing number  (e.g., 88…) used to pay  

2. Payment:

  • billing number/ID will be generated for payment. Click Pay to complete the transaction.

  • Applicants can choose the mode of payment.

3. Certificate/License Delivery:

Once your application is approved, you will receive your e-license.
