How to Apply for Biopesticide Registration

This service allows a business that would like to sell or manufacture bio-pesticides in Rwanda to participate in an efficacy trial after being assessed and approved by the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA). The business will then be issued a product registration certificate after a successful trial.


What do you need before you start applying?

Here’s all you need:

  • An active OneStopCenter account. To create an account, click here.

  • Valid company or individual TIN: Required to apply.

  • Valid mobile phone number or email address: To receive updates and track your application.

General requirements:

  • Having a registered local agent

  • Submission of the sample for testing

Required attachments:

  • A copy of a certificate of registration of the bio-pesticide to be registered from the country of origin or any other country. 

  • Business registration certificate from RDB

  • Proof of qualification and contract of technical personnel

  • Certificate of product analysis

  • Copy of the technical dossier as per the data requirements for each category of bio-pesticide annexed

  • Drafted label of the product as per labelling requirements

  • Material safety data sheet of the bio-pesticide

  • Certificate of analysis of 5 current batches

  • Copy of passport

  • RICA registration certificate

Optional attachments:

  1. Proof of patent status of the pesticide to be registered and expiry date (if applicable)

  2. Authorization letter from the manufacturer (if the applicant is not the product owner)

  3. Laboratory tests

Next Steps and Support Information


1. Application Submission:

After successfully submitting the application, the applicant receives a billing number  (e.g., 88…) used to pay  

2. Payment:

  • billing number/ID will be generated for payment. Click Pay to complete the transaction.

  • Applicants can choose the mode of payment.

3. Certificate/License Delivery:

Once your application is approved, you will receive your e-license.
